Kabacan, North Cotabato – Rendering the proposed Bangsamoro Basic Law (BBL) moot is another blunder both in history and in the international diplomacy about to be committed by the Philippine Government.
This is a majority reaction by a group of Bangsamoro students in the University of Southern Mindanao (USM), Kabacan, North Cotabato in their meeting on May 21, 2016.
Representative Pantaleon Alvarez in the Facebook had disclosed the turning of all peace talks with the Moro rebels back to square one under the presumptive President Rodrigo Duterte.
In his reaction, MILF Chief Negotiator Mohagher Iqbal asked if such pronouncement is really the platform of the upcoming Duterte Administration or merely Alvarez’ opinion.
The students noted that it has been the repeated strategies of all Philippine Presidents in the past to the present that they negotiate with the Moro rebels but at the end, they either do not implement the agreement or implement it unilaterally.
The peace talks were just treated as mere scenarios with the aim to finish their terms of office undisturbed.
The late President Ferdinand Marcos scrapped many provisions of the 1976 Tripoli Agreement to carry out his unilateral implementation using the term “constitutional processes” in the Constitution.
Former Presidents Fidel Ramos and Joseph Estrada delayed the full implementation of the 1996 Final Peace Agreements to pave way for their unilateral implementation of the agreement.
In 2008, former President Gloria Macapagal Arroyo abandoned the initialled Memorandum of Agreement on Ancestral Domain (MOA-AD) through a Court Temporary Restraining Order (TRO) initiated by Governor Emmanuel Pinol.
“There seems to be no ending on the tactics of the Philippine Presidents in plucking the peace process from the right to the deceit track favourable to the government,” Abu Tulab, spokesman of the group lamented.
